Fluorescent and neon lighting design is much more complex than standard incandescent light bulbs. These systems require ballast transformers to modify the standard household voltage into the supply level needed to operate the lights. Fluorescent lighting, for example, actually needs different voltages in different areas during the start up sequence. A ballast transformer, often simply referred to as a ballast, is a specialized transformer built to handle the rapidly changing voltages of such a system. Although a ballast will last longer than fluorescent tubes they will not last indefinitely and will eventually need to be changed.

Magnetic and electronic are the two main types of ballasts. Magnetic units use a system of coils, similar to a traditional copper wound transformer. An electronic system uses solid state circuitry to regulate the voltage. This type of system can be designed to be more responsive to the needs of the lighting, so they are typically much cooler than magnetic ballasts.
